Murphy SIPDIS said reserving the six-party ITER framework remains under consideration and that the GOI's position will be determined on the ground by the Irish science minister in Brussels. (Note: Because the Irish foreign ministry is small, delegates to international meetings often have authority to determine policy without instruction from Dublin.) KENNY
