1. The Ministry of Justice, Islamic Affairs and Awqaf has
proposed to hold the first round of MLAT negotiations, as
well as exploratory talks on an extradition treaty, in
Washington on January 10-12 (instead of December 13-15 as
proposed in Ref. A). A second round of talks would then be
held in Abu Dhabi on a date to be determined. Ministry of
Justice Assistant Under Secretary for International
Cooperation, Abdul Rahim Al Awadi, told Polchief November 20
that the long government hiatus caused by the November 2
death of Sheikh Zayed and two weeks of government official
mourning and closure for the Eid holiday have made it
difficult to conduct normal business.
2. The Ambassador reinforced the importance of concluding an
MLAT during her meeting on November 20 with MFA Under
Secretary Abdullah Rashid Al Noaimi. Abdullah Rashid

underscored his government,s interest in proceeding with
talks, saying he would have preferred to see the first round
held in December.
