(U) Poloff delivered demarche 10 November per reftel to Director of Bilateral Relations, Mohamed Ali Hassan. Hassan said that Djibouti would continue to support the Costa Rican resolution to ban human cloning. Djibouti maintains its position that cloning is wrong and should be banned. RAGSDALE
