1.  (C) In response to reftel request regarding Spain's 
participation in host country agreement (HCA) discussions on 
the margins of the 29 November-3 December session of the 9th 
Conference of States Parties (CSP), an MFA official told 
poloff November 10 that the following officials plan to 
attend: 
 
- Mr. Marcos RODRIGUEZ Cantero, Deputy Director General for 
International Disarmament Affairs, Spanish Foreign Ministry 
- Mr. Jose QUEDEVO Ruiz, Ministry of Defense 
- Ms. Nieves GOMEZ, Technical Advisor, National Authority for 
the Prohibition of Chemical Weapons 
 
In addition, one other official from Spain's mission to the 
Hague will also attend the bilat. 
 
2.  (C) Rodriguez told poloff November 10 that the GOS is 
likely to conclude internal discussions this week on a 
proposal to add two amendments to a recent version of the CWC 
(ref B).   Rodriguez offered no additional details on the 
proposed amendments, but poloff will follow up with him to 
report any developments that come out of the MFA discussions.
