(SBU) We delivered reftel demarche November 8 to Artak 
Apitonian, Head of the UN Division at the Armenian 
Ministry of Foreign Affairs.  He stated Armenia's 
continued "zero sum growth" policy towards U.N. 
agencies and stated his belief that these agencies work 
best when thoroughly evaluated.  He told us that he 
believed Armenia would support the U.S. proposal.
