 Poloff passed reftel points to Guillaume Teerling (senior 
advisor, MFA human rights office) on November 8, who said 
that, at this point in the process, he would advise USUN to 
work directly with the Dutch Mission in New York.  He 
promised that EU partners would discuss reftel's Belarus 
strategy suggestion in the context of the EU's current 
lobbying plan for New York and coordinate with USUN.
