Due to the official mourning period after the death of late 
President Sheikh Zayed, and the week-long government 
holiday for the Eid Al Fitr, the UAEG is closed until 
November 20.  The MFA is not receiving demarches or dip 
notes.  Our key MFA interlocutors are not available at 
their offices or via mobile phones.  It will not be 
possible for Post to deliver reftels before the requested 
November 9 deadline.  Due to the time sensitivity of these 
issues, post recommends that USUN coordinate with the 
UAE/UN PermRep directly.  Normally, the UAEG votes in 
consensus with the OIC and GCC countries.  Post has no 
information that leads us to believe that the UAEG will 
break away from these voting blocs on these issues.
