1. On November 2, Polchief followed up with MFA on an 
October 31 telcon that the DCM had with MFA Under Secretary 
Abdullah Rashid regarding the UNGA demarche on human 
cloning.  MFA International Organizations Director Yacub Al 
Hosani said he was unable to give us an indication of how 
the UAE might vote.  Later that day, we learned that UAE 
President had died and it is now no longer possible for us 
to raise this issue with our usual interlocutors here. 
Given this situation, we recommend that the U.S. Mission in 
New York contact the UAE Mission to discuss this issue 
further. 
 
2. In his discussion with the DCM, Abdullah Rashid termed 
cloning "un-Islamic" and said the UAE opposes cloning in 
general, but votes with its regional group.  Abdullah 
Rashid questioned why the OIC would vote for a delay on 
such an issue.  DCM explained the Saudi position, and urged 
a UAEG reply by November 3.
