(S) PolMilOff delivered information provided reftel to Togan 
Oral of MFA's Directorate for Intelligence on Oct. 26.  Oral 
expressed disappointment that a Turkish citizen had been 
determined to be an enemy combatant, and reported that the 
citizen's family was in frequent touch with him about the 
case.  Oral reported that the Turkish intelligence services 
are keeping a close eye on the three Turkish detainees who 
have so far been released to the GOT to ensure that they do 
not engage in questionable activities, and added that the GOT 
would follow the same procedure for other detainees so 
released.  Employing DefenseLink Internet materials cited 
reftel, PolMilOff reminded Oral that this and all other enemy 
combatant detainees--except for those actually 
prosecuted--are entitled to an annual review of their status.
