 (C) PolMilOff discussed reftel points with Dutch MFA 
Nonproliferation policy officer Hedda Samson on October 19. 
Samson said that the GONL had "no particular problems" with 
the presentation as drawn from open sources.  Nevertheless, 
she found it "a bit odd" that the U.S. was making a 
presentation describing other countries' efforts.  Samson 
noted that the GONL delegation to the May 24-28 NSG Plenary 
in Goteborg had raised its concerns to the U.S. delegation 
concerning its presentation on the Khan network at that 
meeting.
