AMBASSADOR OF CANADA, WILFRED GUY LICARI, IHO OF CANADIAN
ASSISTANT DEPUTY MINISTER PAUL DUBOIS ON NOVEMBER 5.
DUBOIS TOLD THE AMBASSADOR THAT IT WAS VERY UNFORTUNATE
THAT WHEN PRESIDENT BUSH SPOKE TO CONGRESS IN THE
AFTERMATH OF THE SEPTEMBER 11 ATTACK, HE FAILED TO
MENTION CANADA AMONG THOSE NATIONS PROVIDING ASSISTANCE
TO THE UNITED STATES.
2. (C) COMMENT: DUBOIS STRESSED THAT CANADA IS FULLY
BEHIND U.S. EFFORTS TO DESTROY TERRORISM, BUT DID WANT TO
MAKE THE POINT THAT FAILING TO MENTION CANADA AS AN
IMPORTANT PARTNER WAS AN OVERSIGHT WHICH WAS VIEWED AS A
