(U) Poloff delivered reftel demarche to Ambassador Clementine Shakembo, Director of the Western Hemisphere section at FonMin, on October 8. Shakembo agreed with U.S. position that the embargo was a bilateral issue, but indicated that the GDRC would have to consider its position regarding the Cuban resolution. DOUGHERTY
