(U) Admiral Fargo, I thank you immensely for your personal involvement in getting a Security Assistance Officer in Embassy Colombo in FY05. As you know, military cooperation between the United States and Sri Lanka has grown by as much as 200 percent in some areas over the past three years and the operations tempo in military programs has grown by nearly 800 percent, a fact that has strained the resources of our small, but highly efficient Defense Attache Office. My staff stands ready to facilitate the NSDD-38 process once the request is received from Washington and we welcome the addition of your SAO to our Embassy team. 2. (U) Thanks again. LUNSTEAD
