(S/NF) I would greatly appreciate a response to reftel requests for information on the status of Maldivian Guantanamo detainee Ibrahim Fowzy (we had heard informally that his case might be headed towards imminent resolution). During my trip to Maldives last week, President Gayoom, Deputy Foreign Minister Shihab Hussain and Foreign Secretary Abdul Zakariyya all asked me for an update. I said to all that there has been no final determination, that the case is being processed in the system now and that we remain hopeful of a positive outcome, in other words what we have been telling the Maldivians ever since their team visited Fowzy in Guantanamo over a year ago. In reference to Fowzy, President Gayoom told me "We appreciate that the U.S., with all of its facilities and resources, also needs time to process this case" - an obvious jab at our jabs at them for holding people without charge and without access to legal counsel. 2.
