(C) PolChief delivered October 10 demarche on the
designation of Fouad Mahoud Hasan Al Rabia as an enemy
combatant (Ref A) to Khalid Al-Maqamis, MFA Director of
Co-ordination and Follow-up. Al-Maqamis had no comment on
the Al Rabia decision, but did inquire whether a
determination had been made against a fifth detained Kuwaiti.
Of the five Kuwaiti detainees reviewed for designation as
enemy combatants, the GOK previously received information on
Sa ad Madhi Sa ad Howash Al Azmi, Abdallah Saleh Ali Al Ajmi,
and Adel Zamel Abd Al Mahsen Al Zamel. The GOK is eager to
receive the decision of the Combatant Status Review Tribunal
on the remaining Kuwaiti.
