US embassy cable - 04ABUJA1716

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. (C) The American advisor to ECOWAS (protect) told us
October 7 ECOWAS Executive Secretary Dr. Chambas was planning
to call the PM of Guinea Bissau within several days to offer
ECOWAS support, including financial assistance to allow
Guinea-Bissau to pay its soldiers' deployment arrears, as
Chief of Defense Gen. Seabra had been killed by soldiers over
not receiving compensation for their UNMIL deployment. We
have since learned that Dr. Chambas may soon make a personal
visit to Guinea-Bissau with members of the ECOWAS Council of
Elders and ECOWAS Parliament to offer this assistance.
