(C) The American advisor to ECOWAS (protect) told us October 7 ECOWAS Executive Secretary Dr. Chambas was planning to call the PM of Guinea Bissau within several days to offer ECOWAS support, including financial assistance to allow Guinea-Bissau to pay its soldiers' deployment arrears, as Chief of Defense Gen. Seabra had been killed by soldiers over not receiving compensation for their UNMIL deployment. We have since learned that Dr. Chambas may soon make a personal visit to Guinea-Bissau with members of the ECOWAS Council of Elders and ECOWAS Parliament to offer this assistance. ROBERTS
