(C) A/DCM and acting PolCouns delivered October 6 reftel 
talking points and proposed Memorandum of Understanding (MOU) 
on CWC challenge inspections to Ministry of Foreign Affairs 
Legal Advisor Samer Naber.  Naber asked why MOU negotiations 
had been discontinued in 2000 and said he would review MFA 
files to ascertain, if possible, where discussions had left 
off.  He also stated he would need to consult with the 
Ministry of Interior and other relevant parties within the 
GOJ before formulating a response to the proposed MOU.
