1. (C) Per reftel instructions, poloff met with MFA Deputy 
Director General for the Middle East Alberto Moreno Humet to 
advise him of the 10/6 release of DCI Special Advisor 
Duelfer's report on Iraq WMD.  Moreno requested details 
regarding the nature and scope of the ISG investigation, 
after which he commented that he would not be surprised to 
see a few Spanish names mentioned, particularly Popular Party 
figures from the Aznar administration.  He noted that a 
Spanish news magazine had released a story several months ago 
alleging links between leading Spanish political figures, 
including Aznar's Ambassador to the U.S. Javier Ruperez, and 
NGOs suspected of aiding the Saddam Hussein regime.  Moreno 
said he expected the Spanish Embassy in Washington would take 
the lead in analyzing and responding to any component of the 
report relevant to the GOS. 
 
2. (U) We will report on any local repercussions resulting 
from the release of the DCI Special Advisor's report.
