(S)  As requested, Econoff delivered on September 29 ref A 
prenotification of the USG's intention to designate Jama'at 
al-Tawhid Wa'al-Jihad (JTJ) as a Foreign Terrorist 
Organization and to submit JTJ to the UN 1267 Sanctions 
Committee to Alle Dorhout, who has the lead on EU designation 
issues in the Directorate for European Integration within the 
Dutch MFA's Department of External Policy.  Econoff also 
delivered ref A points the same day to Margreet Wenting, 
Senior Policy Advisor in the Department of Financial 
Integrity at the Dutch Ministry of Finance.  Dorhout and 
Wenting noted that they would coordinate in forwarding the 
information to the Dutch Intelligence Service (AIVD) to 
determine whether this group had any assets in the 
Netherlands.  Post will forward any substantive responses 
received.  On October 5, Econoff conveyed to Dorhout and 
Wenting the message in ref B on the anticipated delay in 
designating JTJ.
