1.  (SBU)  Embassy The Hague's Terrorism Finance Coordination 
Officer (TFCO) is DCM Daniel Russel:  russeldr@state.gov;

2.  (SBU)  The Deputy TFCO responsible for day-to-day action 
and reporting is Economic Officer Karen Enstrom: 
enstromkl@state.gov; tel: 31-70-310-9273; and fax: 
31-70-310-9348. 
 
3.  (C)  DCM Russel chairs a Law Enforcement, Counter 
Terrorism and Terrorist Financing Working Group, which meets 
bi-weekly.  Global Unit Chief Andrew Mann serves as the 
Deputy Chair of this working group, in which the Deputy TFCO, 
Visa Viper Officer, and other offices and agencies dealing 
with terrorist financing and related issues participate.  The 
Deputy TFCO uses the working group as a vehicle for briefing 
and receiving input from other relevant agencies at post on 
terrorist financing actions and requests to ensure a 
coordinated Embassy approach.  The Deputy TFCO is in regular 
contact with the Dutch MFA's Political Affairs Department, 
which has the lead on designation decisions at the UN, EU and 
national level, to exchange information and request action. 
The Deputy TFCO also coordinates closely with the Finance 
Ministry, which is responsible for implementing decisions on 
designations and distributing information to the appropriate 
Dutch financial and regulatory bodies. 
 
4.  (SBU)  Post has used visits by high-level officials, 
including the July 2004 visit of EB A/S Tony Wayne, as an 
opportunity to engage with the local press on the issue of 
combating terrorist financing and USG efforts in this area. 
Post has also sent Dutch officials working in the area of 
terrorist financing to the U.S. on related International 
Visitor/Voluntary Programs. 
 
5.  (SBU)  Post's Deputy TFCO has completed the FSI training 
on terrorist financing and maintains a close working 
relationship with relevant offices within EB, S/CT, INL, IO, 
and EUR that track terrorist financing issues.  The Deputy 
TFCO is also in regular contact with USEU Brussels, Treasury, 
and the Justice Department on these issues. 
 
6.  (C)  Post believes communication among posts and 
Washington agencies is key to ensuring the effectiveness of 
our work in the area of combating terrorist financing.  Post 
greatly values the readouts provided from the Terrorist 
Finance Coalition-Building Subgroup meetings as a means of 
keeping informed of interagency and regional developments.  A 
regularly updated list of working level contacts at posts 
(perhaps organized on a regional basis) and relevant 
Washington agencies could help facilitate further 
communication and requests for additional information. 
Regional conferences of officers (Deputy TFCOs) dealing with 
terrorist financing, with participation by relevant 
Washington agencies, could provide opportunities for sharing 
experiences and best practices.
