2. (SBU) PolMil counselor delivered non-paper and talking 
points in reftel to DDG for Disarmament Haluk Ilicak on 
August 26. Post was informed on September 16, that GOT, 
following a detailed review of the recommended protocols by 
appropriate GOT authorities, would support the US position.
