(SBU) Poloff delivered reftel message to Wilfred Mohr, Head of Southern Asia Division, September 16. Mohr responded that the issue had been discussed previously in a videoconference call with the Department on September 8 and that an EU Working Party meeting today in Brussels will also discuss this issue. Mohr was optimistic that the Working Party would reach agreement today endorsing the message, including a common approach at UNGA and in New Delhi. SOBEL
