1. (C) Poloff spoke to Wilfred Mohr, Head of South Asia
Division, on September 13 to inquire about Dutch/EU plans for
monitoring out of country registration and voting in Iran and
Pakistan (ref A). Mohr responded that the EU expected to
involve its embassies in the process, but had not yet
established a specific plan. He took note of U.S.
encouragement of an "EU-plus-friends" effort in Pakistan and
Iran, and said that the Dutch would be open to considering
participation in such a plan. Mohr suggested that that the
topic could be raised at the September 16 conference call
with UNAMA (in which Embassy understands SA Ambassador
Maureen Quinn is a participant, along with G-8 countries and
the European Commission) to garner greater support for and
coordination of the initiative.
2. (U) Mohr also confirmed that he plans to attend the G-8
Afghan Security Working Group Meeting on September 23 in New
York (ref B).
