1. EconChief Delivered Reftel demarche to MFA Director For 
International Cooperation Yacoub Al-Hosani on August 25 
urging support for the U.S. candidacy to the Universal 
Postal Union' Postal Operations Council (POC) and for the 
election of James Wade as POC Chair.  Al-Hosani stated that 
the UAEG would give serious consideration to the U.S. 
candidate.  He added that he thought that the UAE was also 
applying for membership, but that he would need to check. 
EconChief said that we would give the UAE's candidacy 
serious consideration if this were the case. 
 
2. Subsequently, EconChief received a note from the MFA 
stating that the UAE was applying to join the POC and 
offering its support for the U.S. candidacy in exchange for 
USG support for the UAE's candidacy. EconChief contacted Al- 
Hosani to reiterate that the USG would give the UAE's 
candidacy serious consideration, and to clarify that our 
policy was not to engage in vote trading.  Al-Hosani said 
that he understood and that the UAE would still consider the 
USG's candidacy seriously.
