UNCLAS DUBLIN 001293 SIPDIS PLEASE PASS TO IO/T ATTN: HEATHER VON BEHREN E.O. 12958: N/A TAGS: AORC, UPU, UN SUBJECT: IRELAND TO VOTE FOR US RE-ELECTION TO POSTAL OPERATIONS COUNCIL REF: STATE 176824 1. Emboff, drawing on reftel points, spoke on September 2 to First Secretary, UN Section at the DFA Julian Clare. Clare stated that Ireland will vote for US re-election to the Universal Postal Union (UPU) Postal Operations Council (POC). However, Ireland's tenure on the POC is drawing to an end and therefore will not have a vote in the selection of Chair. KENNY
