SUBJECT: DEMARCHE DELIVERED ON US CANDIDACY TO THE 
UNIVERSAL POSTAL UNION POSTAL OPERATIONS COUNCIL AND POC 
CHAIRMAN

1.  EconOff delivered reftel demarche seeking support for 
reelection of the U.S. as member and the candidacy of AmCit 
James Wade as Chairman of the Postal Operations Council (POC) 
of the Universal Postal Union (UPU) to Umut Topcuoglu and 
Sinem Mingam of the GOT MFA.  They appreciated the 
information and said that they would evaluate our request. 
They said the GOT had proposed in Washington an exchange of 
support of mutual candidacy for the UPU and the International 
Civil Aviation Organization (ICAO), noting that the GOT had 
proposed candidates for two open positions at the UPU 
(Council of Administration and POC).  The GOT officials noted 
that they were still awaiting the USG response to this 
proposal. 
 
2.  Post is happy to follow up per future Dept guidance as 
necessary and appropriate.
