1. (U) This is an action request. 
 
2. (C) The Nigerian National Security Advisor, Aliyu 
Mohammed, on August 24 relayed a request from President 
Obasanjo for the USG to intercede with the Libyans to turn 
off a proposal that the Darfur peace talks be moved from 
Abuja to Libya (ref e-mail).  The NSA said that Libyan FM 
(sic?) Tereiki kept mentioning during the Darfur talks in 
Abuja an idea to end a "first round" in Abuja and then move 
substantive negotiations to Sirte, and President Obasanjo 
wanted the USG to intercede with Qadhafi to turn the idea off. 
 
3. (C) ACTION REQUEST:  Please advise on how to respond to 
President Obasanjo's request.  The NSA leaves Abuja later 
today, Thursday, August 26.
