1. (S) The Kuwaiti Foreign Ministry responded to reftel 
requests regarding the transfer of one Kuwaiti national from 
Guantanamo to Kuwait and has agreed to all prisoner transfer 
conditions.  The following is an unofficial Embassy 
translation of the text of the MFA diplomatic note received 
on August 24: 
 
  - We would like to inform you that the agencies concerned 
will take all legal measures with the person in custody when 
he is handed over, in accordance with Kuwaiti laws and the 
legal aspects mentioned in your note. 
 
  - We would also like to inform you that the officials in 
the concerned official agencies are prepared to begin 
discussions with their American counterparts on the methods 
of handing over the person in custody to the Government of 
Kuwait. 
 
2. (C) An MFA official relayed to EmbOff the Kuwaiti 
expectation that Ambassador Prosper, who will be in Kuwait on 
August 26, will come prepared to start negotiations on the 
transfer of the detainee.
