1. (SBU) DCM -- acting as CDA -- delivered the points in a 
letter to Deputy Prime Minister/Minister of State for 
Foreign Affairs Sheikh Hamdan bin Zayed Al-Nahyan (HBZ) on 
August 18.  DCM followed up with MFA Assistant Under 
Secretary for Political Affairs Tariq Al-Haidan to request 
 
SIPDIS 
an MFA reaction by August 22.  Al-Haidan said he would 
forward the invitation to HbZ 
 
2. (U) Note: HbZ is out of the country on vacation and we 
do not believe that he will return until early September. 
Until he returns, the Ambassador cannot deliver her 
credentials to him or deliver official demarches.  End 
note.
