Betts for reasons 1.5 (b) and (d) . (C) PolMilCouns discussed reftel demarche Aug. 12 with MFA Deputy Director General for Disarmament Haluk Ilicak. Ilicak responded that Turkey was in accord with the U.S. position on the New Coalition Agenda's initiative on non-strategic nuclear weapons (NSNW), and fully agreed that NATO Allies should discuss NSNW issues in the NATO context, not the UNGA First Committee. Any bilateral consultations between the U.S. and Turkey should, therefore, occur in Brussels, he said. EDELMAN
