1. (C) Charge delivered ref A and B points August 15 to 
MFA Assistant Under Secretary for Political Affairs 
Ambassador Tariq Ahmed Al Haidan and to UAE Armed Forces 
Deputy Chief of Staff Major General Hamad Thani Al 
Rumaithy.  Both expressed appreciation for consulting with 
them.  Al Haidan asked how the review would affect current 
bilateral agreements.  Charge said that the President's 
announcement would be the first step in gradual process and 
that the USG would consult closely with allies. 
 
2. (C) DATT delivered the talking points to DMI Director of 
Operations Col. Abdullah Al Kabaisi on Aug. 16.  Al Kabaisi 
said he was grateful for the communication.  He said that 
it was a good thing for the U.S. to consult with friends 
about this matter, and noted that DMI would be observing 
the process carefully.
