Reasons 1.4 (B) & (D). (C) Poloff delivered reftel demarche concerning growing tensions in Moldova August 10 to Marta Ruiz, desk officer for Eastern and Central Europe at the Spanish Foreign Ministry. Ruiz replied that Spain favored the five-sided talks that included EU and U.S. participation and was optimistic that a new Russian envoy was now involved in the mediation efforts. She was unsure whether Spain's mission in Moscow was discussing the issue bilaterally with Russian counterparts. Ruiz told Poloff that she would relate our points to others in the MFA and to the Spanish mission in Russia. We will report any further GOS reaction. MANZANARES
