(S/NF) 1. Post convened the security subcommittee of the EAC 
to discuss new threat information and discuss the current 
security posture. The subcommittee consists of the RSO, DCM, 
ORCA, MNGT, DAO, GLO, POL. 
 
(S/NF) 2. The RSO re-briefed the EAC on threat reporting 
previously covered in REFTELs A and B. The RSO discussed the 
new threat information involving the video surveillance of 
the Embassy. The ARSO stated that the Dutch National Police 
(KLPD) had released the names and biographical data of the 
individuals that had conducted the surveillance to the FBI 
and RSO Offices. The ARSO stated that the names and 
information were being run in FBI, ORCA, DHS and DOS indices. 
The RSO discussed the current security posture and security 
measures that were implemented July 26, 2004 as previously 
discussed in REFTEL B. The RSO briefed the EAC on the DCM's 
meeting with the Director of Crises Management and Security 
Matters as stated in REFTEL D. The RSO summarized that in the 
DCM's meeting, the Embassy would be formally issuing requests 
again on increasing the perimeter security of the Embassy and 
requested that concrete planters/barriers be installed on the 
Embassy's perimeter as an interim measure until the bollard 
and anti-climb perimeter fence project was completed, as 
stated in REFTEL D. 
 
(S/NF) 3. ORCA mentioned the potential significance of the 
incident involving the surveillance. ORCA COS pointed out 
that one of the reported threats against the Netherlands was 
made by a Saudi cell as stated in REFTEL A. The significance 
of the Saudi nationality of one of the surveillants is 
potentially validating of previous threat reporting. 
 
(S/NF) 4. The EAC agreed with posts' response in pressing the 
Netherlands for increased perimeter security and police 
assistance. The EAC will meet again tomorrow morning (July 
30, 2004) to review the threat information and security 
posture.
