Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

E.O. 12958: DECL: 07/27/2029
TAGS: MOPS, PREL, AF, TU
SUBJECT: SECOND REQUEST: STATUS OF TURKISH NATIONALS AT GTMO
REF: A. ANKARA 3732
B. STATE 162892
Classified By: CDA Robert Deutsch for reasons 1.4 (b) and (d).
1. (U) This is an action request. Please see para. three.
2. (S) At their June 27 meeting in Ankara, PM Erdogan raised
the issue of three Turkish nationals still held at GTMO with
President Bush. Ref a requested the Department to provide us
with an update on the status of the remaining Turks at GTMO,
including an assessment of when/if they can be expected to be
released, and the impact of the recent Supreme Court decision
on their status.
3. (S) Action request: We expect news of the transfer of four
French citizens from GTMO to French authorities (ref b) will
renew Turkish public and government speculation on the fate
of the Turks held there. Thus we reiterate our request for
an update.
