1. (C) British High Commissioner told Ambassador today that 
he had heard that President Kumaratunga had made the 
following remarks to German Foreign Minister Fischer: 
 
--"As far as I know, the Government is not supporting 
Karuna, but I can't control everything that my Army might be 
doing." 
 
--"It is possible to negotiate with the Tamil people, but it 
is impossible to negotiate with Prabhakaran."
