Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

C O N F I D E N T I A L ANKARA 003944 SIPDIS E.O. 12958: DECL: 07/15/2014 TAGS: PREL, IS SUBJECT: ISRAELI SECURITY BARRIER DEMARCHE DELIVERED: TURKEY AGAINST THE WALL REF: STATE 150763 (U) Classified by Polcounselor John Kunstadter; reasons: 1.5 (b,d). (C) On July 15, Poloff delivered reftel demarche to Turkish MFA Middle East Department Head Kemal Tuzun. Tuzun replied that although MFA has not yet reviewed the draft, Turkey will likely vote in favor of the UNGA resolution. When pressed to explain why Turkey is moving from abstention on the previous vote, Tuzun retreated to vague legalisms, then cited 3 main factors in the decision: 1) a wall will not contribute to peace in the Middle East; 2) a need to harmonize with European governments' policies as Turkey pursues EU candidacy; and 3) Turkey's new-found responsibility as holder of the OIC Secretary Generalship.
