1. (C) We delivered reftel A demarche to Juan Manuel Linares, 
MFA Deputy DG for UN Affairs, on July 13 and to Alberto 
Moreno, MFA Deputy DG for Middle East Affairs, on July 14. 
Both stated that they could not commit to a position on the 
proposed UNGA resolution, as the EU had not yet decided on a 
common policy, but that the GOS's inclination was to abstain. 
 Both also mentioned that a final decision would have to wait 
until FM Moratinos returned from the EU Foreign Ministers' 
meeting in Brussels.  (Before receipt of reftel A, we had 
raised our concerns with Alvaro Iranzo, the new MFA Director 
General for the Middle East and North Africa - see reftel B) 
 
2. (C) Linares stated that he personally sees the Palestinian 
resolution as "unhelpful" to the peace process and Road Map. 
He added that Spain would like to see the issue go away 
before it reaches the UN Security Council, as it would most 
likely be addressed in September when Spain has the UNSC 
presidency. They would prefer the issue not come up on their 
watch.
