C O N F I D E N T I A L MADRID 002660 SIPDIS E.O. 12958: DECL: 07/13/2014 TAGS: PREL, PHUM, SU, SP, UNSC SUBJECT: SPAIN SUPPORTS PROPOSED UNSC RESOLUTION ON SUDAN REF: MADRID 2636 Classified By: KATHLEEN M. FITZPATRICK, POLITICAL COUNSELOR. REASONS 1.4 (B)/(D) (C) Reftel explained that Spain will increase its aid pledge to Darfur and support a strong EU statement on the crisis. We have since learned that Spain will support the U.S. proposed draft UNSC resolution on Darfur. On July 11, we spoke with the Deputy Director General of UN Affairs, Juan Manuel Linares. Linares told us that Spain would support the UNSC resolution but questioned how sanctions could be applied to the Jinjaweit since their leaders are not readily identifiable and they do not have any outside arms routes or bank accounts on which sanctions could be placed. Linares said he would like to see this aspect clarified before the draft resolution is adopted. Spain will continue to support keeping the pressure on the government of Sudan which, Spain believes, is supplying arms to the militia. MANZANARES
