(C) Charge delivered ref A demarche during a courtesy call with newly appointed MFA Assistant Under Secretary for Political Affairs Tariq Ahmed Al Haidan SIPDIS on July 13. Al Haidan gave a pessimistic assessment of the peace process and the Middle East Roadmap. He said Israel's planned withdrawal from Gaza and parts of the West Bank had superseded negotiations over the broader peace process issues, such as the future status of the West Bank, Jerusalem, and the return of refugees. Moreover, he said, the international community had become preoccupied by other transnational issues, such as terrorism. "We don't see any light at the end of the tunnel," he added. "By next year, we were supposed to have a Palestinian state, according to the Roadmap." The Charge reiterated U.S. commitment to the Roadmap. Gaza and West Bank withdrawal offered a way to restart it and it was incumbent on all parties to do everything possible to advance it. 2. (C) Given Deputy Prime Minister and Minister of State for Foreign Affairs Shaykh Hamdan bin Zayed's public endorsement of the ICJ ruling on July 12 (see ref B), we fully expect that the UAEG will vote in favor of the resolution calling for General Assembly endorsement of the ICJ's adviroy opinion on the Israeli security barrier.
