1.  (U) Classified by Charge d'Affaires, a.i. Richard A.

2.  (U) This is an action request; please see paragraph 7. 
 
3.  (SBU) IAEA Director General Mohammed El-Baradei 
traveled to the UAE this week and met with senior officials 
in Abu Dhabi, including Abu Dhabi Deputy Crown Prince and 
UAE Armed Forces Chief of Staff Mohammed bin Zayed Al- 
Nahyan and UAE Deputy Prime Minister and de facto Foreign 
Minister Hamdan bin Zayed Al-Nahyan.  El-Baradei also 
visited Dubai, where he met with Dubai's senior police 
official, Lt. General Dhahi Khalfan Tamim (ref).  Dubai 
Crown Prince Shaykh Mohammed bin Rashed and his senior 
advisers were out of the country at the time of the visit. 
 
4.  (C) MFA Assistant Undersecretary Abdullah Rashid Al- 
Noaimi attended the meeting with El-Baradei in Abu Dhabi, 
and told Charge July 6 that "we talked a lot about Iran." 
The UAEG agrees with the IAEA assessment that Iran is 
pursuing a nuclear weapons program, and encouraged the IAEA 
to take a hard position with Tehran.  He said that El- 
Baradei promised to keep up the pressure on Iran. 
 
5.  (C) Al-Noaimi was impressed by El-Baradei and said that 
the UAEG had missed a lot of opportunities to cooperate 
with the IAEA.  The visit had helped the UAEG realize the 
tremendous training and technical resources the IAEA is 
willing to make available.  He said that the IAEA has 
undertaken to develop a "Country Program" of training for 
the UAE, particularly in the fields of security, WMD 
detection, nuclear medicine and radioactive agriculture. 
 
6.  (C) Al-Noaimi emphasized that the UAEG had briefed the 
IAEA Chief on the USG-sponsored Export Control and Related 
Border Security (EXBS) program already underway in the UAE. 
He noted that the UAE hoped that IAEA training would 
compliment -- not compete with -- the EXBS program. 
 
7.  (SBU) Action request: We would appreciate Washington's 
reaction to the UAE undertaking training with the IAEA, and 
suggestions on how we can coordinate our EXBS programs with 
the IAEA.  End action request.
