US embassy cable - 04ABUDHABI2206

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

SECURITY (ISPS) CODE

REF: A) STATE 82638; B) ABU DHABI 1290

1. According to the International Maritime Organization
(IMO), all of the UAE's major seaports and oil and gas
terminal operators were ISPS certified by the July 1
deadline. The following UAE seaports received ISPS
certification:

Dubai Dry Dock (Dubai)
Jebel Ali Port (Dubai)
Port Rashid (Dubai)
Port Zayed (Abu Dhabi)
Hamriyah Port (Sharjah)
Khor Fakkan (Sharjah)
Port Khalid (Sharjah)
Fujairah Port (Fujairah)
Port Saqr (Ra's al-Khaimah)
Ahmed bin Rashid Port (Um al-Qaiwain)

The following oil and gas terminal operators received ISPS
certification:

Abu Dhabi Company for Onshore Oil Operations (ADCO)
Abu Dhabi Gas Industries Ltd. (GASCO)
Abu Dhabi Gas Liquefaction Company Ltd. (ADGAS)
Abu Dhabi Marine Operating Company (ADMA PCO)
Abu Dhabi Oil Company Ltd. (ADOC)
Abu Dhabi Oil Refining Company (Takreer)
Loadin Platforms (Fateh Oil Field, Dubai)
Ruwais Fertilizer Industries (FERTIL, Abu Dhabi)
Zakum Development Company (ZADCO, Abu Dhabi)

The above list includes all major UAE ports and oil
terminals, thus oil shipments to the U.S. should not be
affected by the non-compliance of remaining ports.

3. The only seaports not yet ISPS certified in the UAE
are:

Dhow Harbor (Abu Dhabi)
Mussafah Port (Abu Dhabi)
Um al-Nar Port (Abu Dhabi)
Ras Sadr Port (Abu Dhabi)
Dibbah Port (Fujairah)
Ajman Port (Ajman)

These are relatively minor ports in the UAE and it is
unlikely that ships calling on these ports would travel
directly to U.S. waters.

4. The UAEG also has undertaken internal certifications of
its seaports and requires the managing seaport authorities
to maintain certain security measures in addition to those
required by the ISPS. The UAE Ministry of Interior is
conducting the federal certification of the UAE's ports and
to-date only Port Rashid and Jebel Ali in Dubai have met
the UAEG's ISPS "plus" security requirements.
