UNCLAS ABUJA 001100 SIPDIS MONTREAL FOR USICAO IO/T FOR FRANK OSTRANDER E.O. 12958: N/A TAGS: AORC, EAIR, ICAO, XX, NI SUBJECT: NIGERIA: DEMARCHE RE U.S. ICAO COUNCIL CANDIDACY REF: STATE 129597 1. (U) On June 18, Emboff delivered reftel demarche and background non paper to Nigeria's Minister of Aviation Isa Yuguda and his newly appointed Technical Assistant Mr. V.A. Zafi. Yuguda stated that "without doubt" Nigeria would support the United States' re-election as a Category 1 country to the Council of the International Civil Aviation Organization.(ICAO). The United States has been a key technical partner and provided the Ministry with valuable assistance during the past several years, added Yuguda. The Minister promised that Mr. Zafi would reply to the demarche in writing by June 26. 2. (U) Embassy will fax the Ministry of Aviation's reply to Nigeria Desk Officer Daniel Epstein. CAMPBELL
