(U) This is an action request, please see paragraph 3. 2. (C) Post has received a diplomatic note, number 20041331 from MFA Coordination and Follow-Up Department, dated 20 June 2004, marked "Secret" and noting that ICRC informed the GOK on May 11 that it had registered a Kuwaiti citizen during its visits to Abu Ghraib prison in Iraq. He is Abdelrahman Mobarak Meshakhas Al-Bazali, dob November 20, 1986, arrested January 1, 2004. The GOK note requests information on Al-Bazali's current legal status, the possibility of transferring him to Kuwaiti authorities at the border, and whether any other Kuwaiti citizens are being held by the Coalition in Iraq. 3.
