SUBJECT: (C) GOK INQUIRES ABOUT KUWAITI HELD IN IRAQ

1.  (U) This is an action request, please see paragraph 3. 
 
2. (C) Post has received a diplomatic note, number 20041331 
from MFA Coordination and Follow-Up Department, dated 20 June 
2004, marked "Secret" and noting that ICRC informed the GOK 
on May 11 that it had registered a Kuwaiti citizen during its 
visits to Abu Ghraib prison in Iraq.  He is Abdelrahman 
Mobarak Meshakhas Al-Bazali, dob November 20, 1986, arrested 
January 1, 2004.  The GOK note requests information on 
Al-Bazali's current legal status, the possibility of 
transferring him to Kuwaiti authorities at the border, and 
whether any other Kuwaiti citizens are being held by the 
Coalition in Iraq. 
 
3. (U) ACTION REQUESTED:  State Department please advise how 
we should respond to the GOK.
