(S) Acting Foreign Minister Khaled Al-Jarallah summoned CDA 
on June 19 regarding Kuwaiti detainees currently being held 
at Guantanamo.  Apologizing for the short notice, Al-Jarallah 
said that the Kuwaiti Charge in Washington had been notified 
that the US was prepared to release one Kuwaiti detainee, 
Nasser al-Mutairi, to Kuwait's custody.  Al-Jarallah reported 
that the Prime Minister directed him to inform Washington 
that Kuwait is ready to receive al-Mutairi.  However, he 
continued, the GOK was under the impression that more than 
one Kuwaiti Guantanamo detainee would be handed over and 
therefore "is concerned and a bit disappointed" that only 
al-Mutairi will be released.  "One is not enough," 
Al-Jarallah stressed, adding that Foreign Minister Shaykh Dr. 
Mohammed, who is in Hong Kong, will contact Secretary Powell 
directly to convey the same message.
