(C) During the Ambassador's farewell call on Central Bank Governor Sultan Nasser Al-Suwaidi, he briefly discussed the Central Bank's relationship with the Government of India. The governor said that he had not developed a relationship with the new finance minister yet, but that he had had a good relationship with Prime Minister Singh when he was the Finance Minister. (Note: The topic came up because the GoI had originally declined the UAE's invitation to attend a FINCEN/UAE Central Bank training seminar for South Asian Countries, but after the Ambassador's intervention sent someone from the Embassy as an observer. (Reftel) End Note.) 2. (C) Al-Suwaidi said that Singh had proven to be a capable person and that he was a problem solver. Singh did not suffer from the Indian tendency to "beat around the bush." He credited Singh for his role in pushing though several of the economic/financial reforms in the early 1990s that opened up the Indian economy significantly. Wahba
