C O N F I D E N T I A L MADRID 002203 SIPDIS E.O. 12958: DECL: 06/09/2014 TAGS: CY, GR, KPKO, SC, TO, SP SUBJECT: SPANISH POSITION ON RENEWAL OF UNFICYP MANDATE REF: STATE 126811 Classified By: Kathleen Fitzpatrick, Political Counselor, for Reasons 1 .4 (b) and (d) (C) We spoke with Juan Manuel Gonzalez de Linares, MFA Advisor in the Coordination Unit for Spanish Participation in the UN Security Council, on June 10 to request Spanish support for an extension of no more than four months for UNFICYP in order to indicate to the parties in Cyprus that the political situation has fundamentally changed. Gonzales de Linares stated that while Spain understands the reasoning of the USG position, Spain was inclined to support a position similar to that of Russia and the United Kingdom. He explained that position as supporting a full six-month renewal of UNFICYP's mandate, but with a promise that when the Secretary General presents his report in three months, the Security Council would consider it immediately and act on any changes recommended in UNFICYP's mission mandate or structure.
