UNCLAS THE HAGUE 001440 SIPDIS E.O. 12958 N/A TAGS: ETTC, EFIN, IZ, NL SUBJECT: IRAQ ASSETS: DUTCH CONFISCATION DECREE PROMULGATED REF: A) THE HAGUE 746, B) State 36435, C) State 19363, D) 03 THE HAGUE 2674, E) 03 STATE 291321 The Dutch government issued a ministerial decree on May 3 that will allow it to confiscate assets of the former Iraqi regime. The GONL is still in the process of notifying Dutch and Iraqi banks of this decree's provisions. Once these notifications are complete, the Dutch will confiscate assets already frozen and transfer them to the Development Fund for Iraq. Sobel
