(S) PolMilOff made reftel demarche to the Dutch MFA Office of
Nuclear and Nonproliferation Affairs on April 15 and
subsequently raised the issue with that office on April 20,
23 and May 18. While MFA interlocutors have stated that the
Dutch intelligence service, AIVD, has had the lead on this
issue for the GONL, and that they preferred to address this
issue in ROAL channels, they have provided a formal response
to questions raised ref A in the form of a Note Verbale dated
May 19, 2004. This has been conveyed to Department NP/RA via
ref B. The GONL has expressed its willingness to keep us
apprised of any future such occurrences.
