C O N F I D E N T I A L MADRID 001690 SIPDIS E.O. 12958: DECL: 05/12/2010 TAGS: AORC, PREL, TW, SP, WHO, Central/East Asia SUBJECT: TAIWAN OBSERVERSHIP AT WORLD HEALTH ASSEMBLY REF: STATE 102782 We conveyed reftel points to the Ministries of Foreign Affairs and Health. Ana Paredes, Subdirector General for International Technical Organizations at the MFA, told us May 12 that if the issue of Taiwan observership comes to a vote, Ireland will speak for the EU and that the EU's position is being discussed in Geneva and Brussels. When pressed about Spain's views, Paredes limited herself to saying that GOS positions regarding Taiwan are always based on the "one China" policy. MANZANARES
