Albright, Charge d'Affaires, a.i., reasons 1. 5 (b) and (d). (C) Polchief communicated reftel points to Khadim Al- Darei, deputy manager of the Office of the Minister of State for Foreign Affairs, and also to Khalid Al- Khajja, MFA Deputy Director for American Affairs, on May 10. Polchief underscored reftel point that NATO's cooperative security initiatives are not about the U.S. or NATO imposing military reform or a military presence in the region. Both Al-Darei and Al-Khajja assured Polchief that they would inform their superiors of NATO Deputy SYG Alessandro Minuto Rizzo's planned consultations in the region, and of the possibility of meetings with NATO SYG Jaap de Hoop Scheffer or Rizzo when GCC foreign ministers travel to Brussels May 17-18 for the annual EU-GCC bilateral session.
